Our Power Delivery team is seeking a Data Center Substation Owner’s Representative (OR) to join our nationally ranked team of Power Delivery professionals.  Similar industry titles may include Owner’s Engineer/Project Manager (OE/PM), or just Owner’s Engineer.

The primary duties of the OR are to serve as the Owner’s representative working with the Owner, local utilities, internal discipline leads, and the end user to deliver utility power infrastructure projects (i.e. high voltage substations, medium voltage feeders, switchgear, etc.) for large scale data centers in either a Design-Bid-Build (DBB) or Engineer-Procure-Construct (EPC) model.

The OR will review utility interconnect plans and may serve as the point of contact for the local utility or power provider, oversee the Owner’s EPC firm or utility resources, and ensure that the power infrastructure for projects is delivered on time, within budget, and per design.

The OR is a technical resource and advisor to the Owner and will also support the Owner with PM and   administrative tasks, such as meeting facilitation, completing non-technical documents, scheduling and facilitating meetings, general reporting, etc.

Substation projects could be in the public/private utility or renewable/industrial private development space.  They are likely to include greenfield or brownfield projects and/or bundled upgrade programs and could include other scopes of work.  

Specific duties may include:

  • Support the Project Owner with the utility interconnect process by completing or reviewing the necessary applications, load letters, RFIs, scheduling utility meetings, responding to utility data requests, coordinating the two-way exchange of information, and facilitating utility planning meetings with the Owner, EPC Contractor, and the Utility.
  • Support the Owner with EPC Contractor RFP development and bid selection.
  • Oversee the Owner and internal HDR engineering disciplines for responses to design RFI’s and submittal reviews.
  • Responsible for interfacing with project stakeholders, including the Owner, the serving utilities, Authorities Having Jurisdiction (AHJ), and EPC Contractor throughout the phases of project development and execution.
  • Represent the Owner in meetings with local gas and electric utilities, EPC Contractor, and/or both internal and external partners/stakeholders.
  • Review and report upon permitting application packages to ensure that the drawings, specifications and documents are in accordance with the local authority’s requirements, and are in place and in accordance with the Owner’s conditions of the contract.
  • Monitor the development and track progress of design deliverables and provide a peer review for completeness for each design submittal: 30%, 60%, 90%, Issued for Construction and jurisdictional submissions, advising the Owner of any issues or nuances in design or construction that could impact the execution or delivery of the project.
  • Oversee scope, schedule, and assist the Owner with budget management. 
  • Review the EPC Contractor's Construction Plan, Site Logistics Plan, Health & Safety Plan and Quality Plan prior to construction start.
  • Monitor the performance of the EPC Contractor during construction.
  • Support the Owner with project risk management and scheduling.
  • Represents HDR to support marketing and proposal development for power delivery opportunities.
  • Some travel for business development and execution may be required.  
  • Perform other duties as needed
Preferred Qualifications
  • Bachelor's degree in Electrical, Mechanical, or Civil Engineering
  • Professional Engineer (PE) licensure, PMP, and/or DBIA certification highly desired
  • Proficient experience in substation design up to 500kV
  • Prior experience as an Owner's Representative / Owner's Engineer on Data Centers/Substations 
  • Strong technical knowledge of substations and the energy industry
  • Project management of substation projects including design-bid-build and EPC delivery models
  • Experience with energy utilities and interconnect processes for mission critical projects
  • Experience reviewing EPC contract terms and managing scope change processes
  • Proactive, responsive, savvy communicator
  • Able to travel to project sites for in-person meetings & site visits when necessary.  Less frequent during design phase, more frequent during construction phase.

Required Qualifications
  • Bachelor's degree in related field
  • 7 years related experience
  • A minimum of 2 years  project management experience
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
