HDR is looking for an Environmental Project Manager to join our growing Environmental Science and Data Solutions Team in South Carolina. This position may be based out of Columbia, Greenville, Charleston, or Fort Mill. 

Who You Are

You are an experienced environmental professional with strong working knowledge of and relationships across the environmental regulatory landscape in the Southeastern U.S. You enjoy managing natural resources projects (e.g., wetlands, aquatics, terrestrial), ecological surveys, technical writing, environmental analysis document preparation, and federal and state permitting in support of private sector energy, industrial, pipeline and other infrastructure projects. You can market and perform environmental services. You work well independently but also have excellent communication skills and enjoy collaborative organizations and environments. You are proficient in the preparation and management of environmental permit applications, natural resource assessments, and biological assessments. You develop and manage project scopes, budgets, and schedules. You are passionate about identifying and applying pragmatic and innovative solutions to exceed clients’ expectations while also delivering projects within schedule and budget. As our South Carolina team grows, this role may include leadership of a small team of environmental scientists and/or planners. Primary Responsibilities

  • Function as an Environmental Project Manager for natural resources studies and environmental permitting related services for the Environmental Science and Data Solutions Team in SC.
  • Responsible for project management, proposal and cost estimate development, budgeting and invoicing, and management of projects’ financial key performance indicators to complete work on schedule and within budget.
  • Direct the technical and administrative aspects of natural resources studies, coordinate schedules, providing technical QA, and lead problem resolution.
  • Coordination and collaboration with other staff and clients including task delegation, client and internal project meetings, client relations, and coordination with scientific and engineering teams and regulatory agencies.
  • Lead and manage ecological field surveys and assessments, data interpretation, analysis, and report writing.
  • Lead the development of natural resources and environmental permitting strategies and report preparation.
  • Organize and occasionally perform field work in difficult or remote conditions.
  • Travel for client and/or regulatory meetings, as needed.
  • Manage and deliver multiple projects concurrently with oversight from senior staff.
  • Perform other duties as necessary.
Preferred Qualifications
  • Bachelor’s degree in Biology, Environmental Sciences, or closely related field
  • 7 years experience performing ecological surveys, technical writing, environmental analysis document preparation, and federal and state environmental permitting
  • Experience preparing scopes of work, project budgets, and schedules
  • Must be able to market as well as perform environmental services
  • Experience with wetlands, aquatics, terrestrial and other related studies
  • Specific experience with permitting in the southeastern US including:
    • U.S. Army Corps of Engineers (USACE), Section 404 and Regional Permitting, including detailed understanding of Nationwide Permit program
    • USACE Section 401 Water Quality Certifications
    • Coastal Zone Management Act or Coastal Zone Consistency
    • USACE Section 10 of the Rivers and Harbors Act
    • USACE Section 408 for Civil Works projects
    • Federal Energy Regulatory Commission environmental assessment, resource reporting, and permitting
    • U.S. Fish and Wildlife Service Section 7 Endangered Species Act Consultations
    • National Environmental Policy Act regulation and document preparation
  • Excellent written and verbal communications skills
  • Familiar with Microsoft Office, estimating and scheduling software, project management software
  • Self-motivated, positive, flexible, team-oriented attitude with a willingness and desire to work as part of a multi-disciplinary team
  • Ability to travel for field assignments and client meetings and conduct field work in difficult or remote conditions
  • Ability to make sound decisions and advise other Project Managers and clients on environmental regulatory requirements and processes
  • Local candidates are preferred

Required Qualifications
  • Bachelor's degree in related field
  • 7 years related experience
  • A minimum of 2 years  project management experience
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills
