Primary Responsibilities

HDR is currently seeking a Federal Business Group Manager to lead and grow our Federal work portfolio with US Government clients across multiple agencies located in California, Arizona, Nevada, Utah, Guam and South Korea.

The role will report directly to the Northern California Area Manager with additional reporting responsibilities to the West Region Federal Business Group Director. Primary responsibilities of this position will be to lead and manage the Federal Business Group in our Northern California cost center and perform business development activities while collaborating with HDR’s Federal Client Development Leaders to drive the overall growth and profitability of HDR’s Federal practice in the Southwest region. 

This position requires an experienced, well-rounded individual who is comfortable serving in a variety of roles, including Project and Program Manager, Contract Manager, Client Manager and Principal-in-Charge. It is expected that this individual will split their time between billable work (30-40% of their time) and associated overhead activities, including financial and personnel management and marketing/new business development (60%-70% of their time) to deliver our 2025 plan and beyond.

This position is an integral part of the Northern California Area Leadership Team. Specific responsibilities include oversight of federal program and project delivery, client management, quality control, marketing support and staff development. This will include management of multi-discipline design activities including schematic design development and development of construction documents to support large, medium, and small-scale federal facility and GIS projects.  Projects include horizontal and vertical construction for military and international and interagency support, facilities, sustainment, restoration and modernization (FSRM), as well as other federal projects such as asset management and military planning. Most of these projects are performed under A-E IDC contracts with varying degrees of technical complexity and project team size.  

The successful candidate should have some established federal client and teaming partner relationships in the Southwest, show a track record of developing and enhancing relationships, and have experience in the complete life cycle of project delivery including fee proposal development, negotiations, contractual review, design, and construction management oversight. 

Additional responsibilities include coordinating staff assignment and workload projections with HDR’s Building Engineering Services and Architecture Business groups; working with the Federal Services Group to achieve contract compliance with Federal Regulations; collaborating with the Water, Resources and Transportation Business Groups on Federal projects; and working with the Northern California Area Manager to prepare and review fee proposals, perform project reviews, monitor financial performance and implement QA/QC programs.

Preferred Qualifications: 
  • Professional registration as Engineer or Architect.
  • 15 years of experience, with 10 or more years of project management, business development, staff development and supervision, and operations experience in the industry with a strong working knowledge of Department of Defense clients. 
  • Knowledge of project delivery phases including initiation, planning, execution, monitoring and control, and closure is required. 
  • Ability to market services and develop strong client relationships with US Government Agencies, such as USACE, NAVFAC NW, US Coast Guard, US Bureau of Reclamation, US Fish and Wildlife and the National Park Service.
  • Must exhibit a high degree of emotional intelligence, well-developed situational leadership skills, and the ability to interact with various design teams and disciplines. 
  • Ability to interact with varied teams, have excellent organizational, project management and communication (both written and verbal) and listening skills. 
  • This is an in-office position. Preference given to candidates whose location aligns with an established, larger HDR office in Northern California.

Required Qualifications
  • Bachelor's degree in a Professional, Architecture, Engineering or closely related field
