HDR is providing PM/CM services for the Los Angeles World Airports ATMP Landside Improvements Project. The project will deliver critical improvements to the roadways, streets, and thoroughfares in and around the Los Angeles International Airport (LAX) campus. HDR will assist with the management of projects throughout the design, preconstruction, and construction phases, from inception to closeout. HDR is proud to lead a strong team of world-class professionals to sculpt this project that is a key part of the infrastructure transformation ahead of the 2028 Olympics and will serve millions of travelers and Angelenos for decades to come.
In the role of Project Controls Manager, we'll count on you to :
- Manage control teams across the full range of project control activities including scope, cost, schedule, resource, change and risk in performing or overseeing the following:
- Be responsible for interpreting, organizing, executing and coordinating assignments of project team members
- Mentor and develop junior staff in project controls systems and best practices
- Create an environment for team member growth, cohesiveness, productivity, recognition, and accountability while successfully meeting project objectives
- Develop and maintain good communications with client contacts on tasks and projects
- Support project management through development of cost and schedule baselines, status updates, progress and performance evaluation, variation analysis and change management, forecast to complete, and project reports
- Work with functional managers to ensure the proper resource management plan is in place
- Prepare monthly analysis and reports on financials, expenditures, progress, commitments, budget performance and schedule performance
- Anticipate complex internal and external project control issues with impact on the organization
Planning & Scheduling
- Work closely with management and business leaders to create project scope and objectives
- Generate critical milestones for the construction stage for inclusion in tender documents through detailed discussions with the Project Manager
- Implement float-based prioritization in scheduling
- Analyze project schedules and updates – advanced skills in Primavera P6 and schedule quality analysis
- Assist in coordinating engineering and construction activities in conjunction with overall project schedule requirements
Estimating, Bid/Proposal Oversight
- Oversee cost estimating functions such as independent cost estimating, and contractor style cost estimates produced by an estimating team
- Receive and qualifies subcontractor proposals
- Evaluate bids and negotiations up to award and contract execution
Cost/Budget Control
- Evaluate manpower, labor hour, and labor cost requirements versus budget limitations
Contract Admin
- Oversee setup, maintenance and closing of contracts
- Collaborate with multiple integrated product development teams through Preliminary Design, Detail Design, and Verification and Validation
Integration
- Collaborate closely with project delivery teams, both client and internal, to integrate all time, cost and quality information
- Manage project cost and schedule through Earned Value Management System (EVMS)
Risk Management
- Lead in the effort to perform cost and schedule risk analysis
- Identify and log risks and mitigation strategies.
- Develop risk reports through Monte Carlo simulations and resulting probability and tornado curves
Document Controls
- Works with the project management team in developing the document control framework, process and procedures and maintaining project records in file folders by functional role.
Preferred Qualifications
- BS or BA in Cost Management, Engineering, Project Management, Accounting or Finance, or related field and at least 3 years of experience as Project Controls Manager
- Have technical knowledge and have led projects within a technical/engineering environment
- 15+ years experience in a leadership role managing project controls for large infrastructure projects
- Must have working knowledge of project controls and scheduling software for the construction/infrastructure industry
- Large project experience with a proven track record of managing multiple projects simultaneously a plus
- Critical thinker and problem solver
- Advanced knowledge of Microsoft Excel and Word
- Working knowledge of web-based project management systems, SharePoint and PowerBI
- Certifications in project management, cost and scheduling a plus
- Significant technical expertise within Project Controls notable track record of excellence in delivering complex major programs of a technical nature
- Bachelor's degree
- A minimum of 10 years' experience in project controls work on engineering and construction projects, including planning, estimating, forecasting, scheduling, cost control, schedule control, and project reports
- Ability to manage proposal preparation, contract review and negotiation, client relationship and win strategy for medium to large EPC Projects
- Strong decision-making skills
- Strong interpersonal and leadership skills
- Ability to coordinate and prioritize multiple long- and short-term tasks simultaneously
- Strong organizational, analytical and problem-solving abilities
- Strong oral and written communication skills
