Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices. 

HDR - EOC is looking for four, full-time, on-site, Title II Construction Inspectors with Air Force Liquid Fuels Maintenance and Air Force Fuels Management background for construction quality assurance services for various tank and Petroleum, Oil and Lubricants (POL) repairs at multiple location to include Alaska, Guam, Andersen AFB, and Japan.

In the role of QA/QC Construction Inspector (DOD - Fuels Construction Programs), we'll count on you to:

  • Provide Title II, Full-Time, On-Site Inspection services for multiple projects at locations listed above in the greater Pacific area
  • Provide systematic monitoring and evaluation of the various aspects of a fuels construction projects to ensure standards of quality are being met
  • Provide quality assurance reviews on construction material submittals and design documents to assure compliance with specifications, plans, and standards
  • Review various phases of construction and installation, including civil, architectural and structural, electrical and mechanical, for compliance with drawings, specifications and acceptable safe operating, installation, and construction practices
  • Communicate with various federal departments and personnel to coordinate and facilitate projects
  • Provide review and recommendations to resolve design changes, errors or deficiencies with contractor, plan reviewer, manufacturer or supplier
  • Provide daily work progress/logs, validate redlines are being updated daily, construction three-phase quality control is being provided, validation of Contractor work performance, address specific project issues as they arise, witness commissioning of the system(s), validate start-up services, verify punch lists, attend pre and final inspections, and consist of all typical Title II requirements
  • Provide other reports as requested/required
  • Provide daily representation and inspection of the Construction Contractor’s performance to ensure the requirements set-forth in the plans, specifications, applicable codes and standards, and quality control plan satisfies the contract documents
  • Meet schedules and timelines
  • Read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents
  • Operate a computer terminal to enter data, maintain records, generate and prepare reports
  • Perform work in the field and may include walking, standing, bending, climbing and other physical activities
  • Required travel to locations listed above
  • Demonstrate familiarity with a broad spectrum of construction materials, methods and processes for buildings and facilities
  • Conduct inspection of electrical, mechanical/HVAC and site civil
  • Collaborate with other field representatives or Project Managers
  • Conduct and document observations of construction as it progresses
  • Provide guidance to less-experienced field staff as needed without dictating means and methods to Construction Contractors
  • Perform other duties as needed
  • These roles will deploy to areas up to and including Japan, Guam, &/or Alaska.  Per Diem/Stipend, travel coordination, & expense reimbursements, etc. are included.
Preferred Qualifications
  • Technical school or college degree
  • A minimum of 5 years' experience
  • API, STI, NACE, ACI, OSHA and USACE CQM certifications
  • Relevant Industry Certifications
  • Ability to interpret construction schedules
  • Possess the specific expertise required for the repair and/or construction of POL Fuels Systems
  • Experience with reviewing Welder Qualifications, Coatings Applications, Performance Data, Test Results, and all 3rd Party NDE Testing Data
  • Have attended a professionally accredited QC management course (e.g., conducted by the Army Corps of Engineers or Navy), including a current certification within the last five (5) years
  • Must have experience with Federal funded projects and knowledge of US DoD rules and regulations
  • American Petroleum Institute (API), repair requirements, demonstrate at minimum five (5) years of experience working with fuel systems of which at least two (2) years will be related to direct field experience with DoD POL facilities
  • Air Force Fuel System Functionality and Methods, equipment and materials used in civil and mechanical engineering construction
  • Regulations related to military fueling systems construction by contract
  • Familiar with Pre-Construction/Design Phase Analysis, Construction Phase and Closeout Phase of construction projects
  • Construction engineering plans and specifications
  • Inspection techniques related to weights and measuring devices
  • Applicable laws, codes, regulations, policies, and procedures
  • Possess a valid driver's license
  • Able to secure US DoD Common Access Card (CAC)
  • Ability to travel
  • Detail-oriented, profession and responsive to client needs
  • Interpersonal skills using tact, patience, and courtesy
  • Resolve conflicts in a positive manner

    Required Qualifications
    • High School diploma or equivalent
    • A minimum of 5 years experience
    • Proficient with MS Office (Word/Excel/Outlook)
    • Strong written communication skills
    • Ability to work independently and as part of a team
    • This position typically requires successfully passing drug-screening procedures prior to being hired; thereafter subject to random and cause drug and alcohol testing
