HDR Engineering, Inc. is a leading consulting firm working with public and private clients to plan, develop, design, construct, operate and maintain infrastructure projects around the world. HDR’s Rail and Transit Group is seeking a Security Practice Professional to support and assist in the advancement of the Transit Safety and Security Practice (SSP). This person will work from both the assigned home office and through short-term travel to project sites and/or other cities to work with clients and staff, with work from home possibilities. This position reports to the Transit Market Sector representative for the area and will be involved in various Bus, Streetcar, Light Rail, Heavy Rail, and Commuter/Intercity Rail Projects locally and throughout the country, and possibly International.
Responsibilities
This position is a corporate representative for Rail and Transit System Safety and Security team. The successful candidate will typically carry out the following responsibilities.
· Develop processes and lead staff and client teams to ensure projects are designed, built, tested and placed into operation in a safe and secure manner.
· Plan, develop, manage and implement security programs.
· Provide guidance and develop processes with clients on compliance with DHS/TSA and FTA regulations on rail security.
· Develop security management plans.
· Conduct Crime Prevention Though Environmental Design (CPTED) studies and issue final reports.
· Apply CPTED principles to transit projects.
· Develop Threat and Vulnerability Assessments (TVA) based on FTA, APTA, MIL-STD 882, and international codes, standards, and guidelines.
· Perform preliminary and site-specific risk analyses.
· Support Safety and Security Certification Programs with clients under state and federal compliance requirements.
· Assist in the establishment of fire and life safety programs for client properties.
· Provide internal leadership to Rail and Transit staff in security areas of expertise, processes and strategies.
· Engage in growth strategies for the Safety and Security Practice through training of staff, recruitment, and expansion of activities for clients.
· Assist with marketing, and preparation of proposals to obtain new work
Technical Qualifications
The Security Assurance Professional will meet the following qualifications:
- A minimum of 10 years of experience in similar positions with Railroads, Transit Agencies or Program Management firms developing and supporting security programs and executing the plans.
- A member of American Society for Industrial Security (ASIS)
- Experience having performed system security and risk management work
- Expertise in various rail and transit electric and diesel modes
- Experience performing corridor security management plans, tunnel and facilities security assessments, site specific threat assessments and mitigation programs.
- Be established and recognized in the industry as a security profession through involvement in professional organizations
- Certification as a qualified security professional.
- Familiarity with Mass Transit/Railroad operating concepts.
- Understanding of FTA, State Safety Oversight, NFPA, AREMA and other applicable regulations and guidelines
- Bachelor's degree in technical field relating to rail transportation security
- Training and experience in CPTED application
- Current certification(s) which qualifies the individual for the above technical responsibilities
- The ability to work in this country immediately (required)

The Security Assurance Professional will be able to complete high-quality work in a team environment on-time, with minimal supervision. Excellent oral and written communication and interpersonal skills to interact effectively with first responders, clients, supervisors, team members and suppliers are a must. This person must be able to apply structured methods to identify root causes, create resolution options, evaluate impacts and implement the selected solution.
· Ability to complete work on time to high quality with minor supervision.
· Exceptional analytical and problem-solving skills.
· Ability to work in team environment.
· Ability to handle work assignments on multiple projects concurrently with multiple clients.
· Excellent oral and written communication and interpersonal skills to interact effectively with clients, supervisors, team members and suppliers.
· Outstanding analytical and problem-solving skills with the ability to use structured methods to identify root causes, create resolution options, evaluate impacts and implement the selected solution.
· Ability to work with minor supervision and to conduct oneself in all project and company matters according to approved policies and procedures in a professional manner.
- Bachelor's degree in related field
- 7 years related experience
- A minimum of 2 years project management experience
- Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills
